A society only "thinks" (deliberative mode Ψ) when it has surplus free energy to pay the thermodynamic cost of low-entropy institutional coherence.
When surplus disappears, it switches to "feeling" (reactive mode Φ) — short-horizon, stress-driven, kinetic behaviour.
